Tokyo Electric Power

Tokyo Electric Power Company Holdings, Incorporated

Company highlights

Plant and fuel costs, together with how much electricity is actually generated, set the cost of each kilowatt-hour, and supply, demand, and contract terms set the wholesale price. Rules and contracts for transmission, distribution, and retail set the rates charged, and decide from whom, when, and how far costs can be recovered.

“How Japan's Electricity Industry Moves Money and Sets Prices”, Chapter 1: Who Receives Your Electricity Payments

Book’s reference date 2026-09-14 / data last checked 2026-10-20

The move that changed TEPCO HD

It moved its own thermal generation and fuel procurement into JERA, a joint venture owned half and half with Chubu Electric Power, and chose to take the thermal results through the equity method.

On May 9, 2018, TEPCO Fuel & Power announced that it had signed an absorption-type demerger agreement with JERA. The company's release states that it had "signed an absorption-type demerger agreement with JERA." On April 1, 2019, the existing thermal generation business was integrated into JERA, carrying out the decision to concentrate the fuel and thermal business in a joint venture. As a result, the revenue and fuel costs of the thermal business transferred to JERA are no longer consolidated in full in TEPCO's income statement; in their place, equity-method investment income appears as Fuel & Power's segment profit. JERA's fuel costs of ¥2,588.2 billion (about $16.2 billion) do not enter TEPCO's consolidated accounts in full. Some fuel costs remain in the consolidation: the fuel oil for internal-combustion generation on remote islands at Power Grid, and the write-down of nuclear fuel at Holdings. How much this move changed TEPCO's consolidated profit cannot be calculated from the disclosures.
