Hokkaido Electric Power

Hokkaido Electric Power Company, Incorporated

Company highlights

Plant and fuel costs, together with how much electricity is actually generated, set the cost of each kilowatt-hour, and supply, demand, and contract terms set the wholesale price. Rules and contracts for transmission, distribution, and retail set the rates charged, and decide from whom, when, and how far costs can be recovered.

“How Japan's Electricity Industry Moves Money and Sets Prices”, Chapter 5: When, and How Far, Fuel Costs Reach Retail Rates

Book’s reference date 2026-09-14 / data last checked 2026-10-20

The move that changed Hokkaido Electric Power

It decided to abolish the ceiling on the average fuel price for the low-voltage deregulated plans covered, from the December 2022 billing.

On August 29, 2022, Hokkaido Electric Power announced a revision of its low-voltage deregulated rates, writing that it "will abolish the ceiling on the average fuel price." While the ceiling is in place, anything by which the average fuel price passes it does not enter the adjustment calculation. Abolish the ceiling and that part enters the calculation. What changed the terms of recovery were this decision and the application of January 26, 2023, for approval to change the regulated rates. Removing the ceiling on regulated rates requires government approval, while the terms of deregulated rates can be moved by a change in the supply terms the company sets. Within one company, rates whose change requires approval sit next to rates whose change does not. Bringing in LNG and working toward a restart at Tomari are actions that change the make-up of generation and procurement, different in kind from a decision that changes the terms of the rates.

Coverage in the book

  • The "Fuel Cost Adjustment" on the Meter Slip Comes from Import Prices and a Formula in the Tariff
  • The Fuel Costs the Company Gives Are the Two Companies Combined
  • The Formula for the Fuel Cost Adjustment Is Written in the Tariff
  • Timing Differences and Passing the Ceiling Are Counted as Different Things
  • In the 2023 Increase, an Application for 34.87% Became an Approval of 23.22%
