Electric Power Development

Electric Power Development Co., Ltd.

Company highlights

Plant and fuel costs, together with how much electricity is actually generated, set the cost of each kilowatt-hour, and supply, demand, and contract terms set the wholesale price. Rules and contracts for transmission, distribution, and retail set the rates charged, and decide from whom, when, and how far costs can be recovered.

“How Japan's Electricity Industry Moves Money and Sets Prices”, Chapter 6: Who Buys a Generator's Electricity, and Under What Contracts

Book’s reference date 2026-09-14 / data last checked 2026-10-20

The move that changed J-POWER

It decided to sell the environmental value from its own hydro plants as non-fossil certificates, about 100 million kWh a year from generation in 2025, under a long-term contract of 10 years or more.

On June 24, 2025, J-POWER announced that it had signed "a long-term contract for trading environmental value (non-fossil certificates)." The company's announcement writes the certificate as "environmental value (non-fossil certificates)," and it is traded separately from electricity itself. The volume is about 100 million kWh a year, it covers generation from 2025 onward, and the term is 10 years or more. What is sold is the non-fossil certificate, a separate transaction from a retail contract that supplies the same volume of electricity directly. As an example of a transaction in non-fossil certificates alone, a group company of RENOVA has a contract with Otsuka Corporation under which Otsuka pays for non-FIT non-fossil certificates while the electricity itself is sold to the wholesale exchange. For J-POWER's long-term contract for environmental value from hydro, the name of the counterparty and the unit price are not disclosed in the documents reviewed. A contract to sell generated electricity and a contract to sell the environmental value that comes with that electricity can be signed separately. The form is one in which a single plant produces two streams of revenue, one for electricity and one for environmental value. How much this contract contributed to profit for the year cannot be calculated from the disclosures.

Coverage in the book

  • From September 2025, the Retail Fuel Cost Adjustment Is Set in Each Contract
  • Against 22.48 Million kW of Facilities, Electricity Sold Is 81,144 Million kWh
